This was my reply:
If you look closely at page 4 (http://pictures.ookingdom.com/2001/g/4) just below the stone structure, the words “Vets Plaza” appear in green. This is the Veterans Plaza. The stone structure contains several metal plates, each bearing the name of a war the U.S. has fought. The whole thing is dedicated to those who fought and/or died in those wars.

I responded thusly:
I did a bit of Internet research and learned that Henry Traxler was the first City Manager of Janesville, Wisconsin. My guess is that the park was named after him.
It may also be of interest that the Rock Aqua Jays, the national champion water ski team, are also from Janesville, and the annual national water ski tournament is hosted at Traxler Park.
